New neighbor is giving me problems

I am having issues with my new downstairs neighbor. She has just shouted at me so this is why im making this post.

She moved in around 1 month ago. Two women who are a couple. I saw one of them in thier garden below and said hi ect via my window and she literally ignored me and turned arpund. It was only their neice who spoke to me.

I left it and saw them other times with them ignoring me. I find out via my HA that they have been making complaints about me playing music (which i only do on my phone in the day) talking and walking around. Aka daily living noise.

I had been woken up early morning to them purposely slamming their doors several times in a row and playing loud music at 7 am

I however did not complain but left a note saying i dont know what i have done to you but sorry and if i make noise send me a note ect

I saw them after and again ignore.

So today i have opened my window and when i do my plant some bits come off it and into her garden she then comes out shouting saying about me throwing stuff in her garden ect
She literally looked and acted like a pitball

I was talking calm to her and she was saying how i make a lot of noise ect
I said i have carpet and underlay (whixh i didmt even need to get as per tenancy) and dont walk around in shoes

I feel she was jus making up stuff tbh because she said i play musix at night which i dont.

There was a man there before her who had the same complaints about me minus the musix but he complained about me walking around and slamming door

He had noise rexorders and a witness which confirmed my flat is quiet and its living noise.

This woman however seems crazy and im gonna be in the same situation as last time all she does is shout conatantly but how can she expect me to walk around like a mouse

Mobile phone speakers are not loud. If the neighbours can hear that downstairs it's a soundproof issue. Living in flats can be tough sound wise but that's just how it is.

Reading that I'd be inclined to be on your side but when I get to the part where the man who lived there before also had noise complaints made against you is coming across to me that you're louder than you think you are, or the soundproofing in their flat is really bad and normal noises are sounding louder than they are.

I can hear my upstairs neighbour's bed squeaking when they have sex. The people are okish but the flats are shit so we all kinda put up with noise(normal living noise) and don't complain.

I can hear my neighbours phone vibrating and every single footstep. Drives me mad but I don't have a choice.
