Pretty sure they've spent a couple of hours today drafting a cover letter and emailing recruiters on work time - in the disguise of an office email e.g copied into outlook to edit.

Not really sure if/how I can approach this, as I just turned around to talk to them and spotted it on the screen. Then again multiple times after.

I actually sypathise as I've been looking recently, but not drafting applications in work!

Its frustrating, as I'm trying really hard atm to get the individual a fair promotion. Which is nigh on impossible in this place (hence job hunt and sympathy). It's hard managing in a poorly managed workplace Angry

Unless I can prove the actions or that it's affecting their work, I just have to leave it really, don't I?

Sorry, I'm not clear; are you their manager? If so, yes you should say something. If you're a colleague then leave it alone.

If you're their manager then you have to pull them up on it.
If you were just a colleague then I'd say leave it unless it directly impacts your own workload.
But as a manager it's definitely something that you have to address.

I really wouldn't be so venomous as to destroy someones life with a disciplinary - even you have said it's a poor work place.

I would just ask them for a private word tomorrow and tell them that you saw them working on their CV and while it's fine looking for another job it's not acceptable to do so during working hours.
If they are aware of your efforts to secure them a promotion I would also explain that should others notice this, it may impact on the individuals chances for promotion which already sounds difficult to get anyway.
Depending on whether you think they are likely to take this to heart to just become stealthier I would either leave it at that or add that any further instances coming to your attention would require you to take this further.

Can't really mention the promotion, it's the kind of workplace that strings you along right up until the that you might get fairly rewarded for your work, there's no formality. Seems unfair to dangle the carrot, even then the promotion won't be jaw dropping, even if I do manage to push for the budget.

Thanks for all the feedback, I'm quite surprised at how many people have said disciplinary. Tbh I'm now about 75% sure of what I saw, I know it wasn't work but I can't be 100% sure of what I did. So I'm going to drop it and hope it's a one off.
