Neighbour's shower output leaking into the street

We live in a short terrace (old converted mill) of 3 story houses, with the rear of our properties backing straight on to a public road. There is no pavement and usually a row of cars parked along the side of the road belonging to various neighbours.

Our neighbour's have a broken pipe on their shower outflow on 2nd floor which has resulted in pretty much the full outflow showering down on to the street below (or on to a car if there is one parked directly below), or potentially a pedestrian.

I know the neighbours are aware of the problem as saw them out in the street checking out the problem a few weeks ago.

This has now been going on for approximately 2 months with them seemingly doing nothing to rectify the issue but continuing to use the shower on a daily basis.

AIBU to think this is unacceptable and they really need to sort out the problem now. It's not like it's rain water, it's dirty water full of soap, dead skin, pubes, faecal bacteria etc

The neighbours are not particularly friendly so I am loathed to question them about it.

WIBU to contact the council with my concerns or is this not something they would be interested in? (I'm thinking it's an environmental issue)

Do they own or rent? If the latter, try and get hold of the landlord / agent.

Yes, contact the council, probably environmental control. This is dirty water being discharged onto an area accessible to the public.
