... because they routinely withdraw support for "old" operating systems (in this case Windows XP) without regard to whether their customers can afford to upgrade their systems.

I work at a university which has a critical business system that is dependent on XP. It's going to cost more than £150k to redevelop it for a modern operating system. It's not surprising non-profit organisations balk at spending that kind of money.
