No. Bills are only introduced by members of Congress. The president can propose a legislative agenda, but Congress can act without the president and then hope that he signs the bill. Congress voted several times to repeal Obamacare while Obama was in office, obviously without any action from him. He vetoed each of the bills, of course.

Congress can even enact laws without the consent of the president; with a super majority, they can override a presidential veto. It happened once during the Obama administration on the 9/11 victims bill (allowing victims to sue foreign governments).

To add, if this bill fails in the House, they could introduce another one at a later date. It doesn't mean that Obamacare would have to stay. That's just Trump trying to force the issue now.

Is anyone else feeling a bit dejected at how even with so much jaw-dropping, undeniable shady dealings happening, from Ivanka's flagrant promotion of her brand/official White House role, healthcare, the Russians and all the hugely blatant lies trumps tells, people still cling on to him as if he was God's gift?

I'm getting fatigued and weary with how much bs people seem to be able to bat away and how entrenched people are in their views. I'm sure they'd say the same of us but to reject evidence that is in plain sight makes me think that this is all futile and pointless.

It's not even about the process to impeach him or stop his legislation - I know that we're only (!) 60 days in and it'll need to be done properly.

It's the general public, some of whom are still enamoured with Trump that I can't get my head around. Yes yhey might be desperate and are looking for a change but why are they not angry at all the lies? How can Fox News etc peddle things like "if you didn't watch the house intelligence committee hearing you didn't miss much!" and influence so many people? It feels a bit futile sometimes.

But I'm just being an Eeyore, I know. He's Andrew Marr with a stirring speech!

Pain I know what you mean. My jaw has been pretty much permanently on the floor for the last 2 months. However, I can sense the tide beginning to turn slightly. I think there is a core of lunatics supporters that will stick up for him whatever he does but there are lots of people that voted for him who I believe will change their minds.
Many voters are extremely unhappy about the fortune that the taxpayer is forking out for his weekend jaunts and for his adult children's skiing trips as well as giving Ivanka a cushy number.
And the pressure over Russia seems to be slowing mounting. Don't despair.

Pain there are many more of us who cannot stand, and still cannot believe, that this is president (#Notmypresident). There is still an unreality to the whole thing.

But we don't get the 'screen time' that his supporters do. Because we aren't shocking, we don't make ignorant statements, we don't appear to have only one brain cell and that one being the one that controls breathing. We aren't 'newsworthy'. But we are here, quietly talking and working. And I think we're gritting our teeth and trying to focus on the 'long game'. But it's concerning to think about the damage that may be inflicted on the needy and helpless whilst the game is being played out.
