End of tenancy cleaning

Our tenants have just moved out after three years. We had professional cleaners in, but the previously immaculate bathroom is grim - grouting stained orange, and toilet brown below the water line. Is this normal wear and tear?

It's pretty much sorted now. Orange came off with neat bleach and a toothbrush. The loo involved pretty much chipping the stained limescale off with the help of a lot of limescale remover and the plastic handle end of an old toothbrush. I still can't quite understand how they lived with it, but at least it's not permanent damage.

The cleaner before our current one lasted one session before I told the agency to send me someone who could clean. Her crime? To tell me that she couldn't get the orange off the grouting. Yes you bloody well can - I had to show her. The orange stuff is a build up of acidity aparently and isn't difficult to get rid.
