Noisy neighbours

A year ago I moved into a downstairs flat, for the first year there was a couple that lived above me and I never heard anything other than the occasional noise, anyway last month a family of 5 moved in (it's a one bed flat) and they are so noisy! I can hear them talking, the kids screaming and shouting, they wake me up every morning, I can hear banging, riding what sounds like scooters, I'm sure the place must have laminate floor throughout, but anyway I can hear every word they say, I'm just wondering if this is normal as I've never lived in a downstairs flat but the noise seems so excessive but I'm not sure on where I stand with a complaint?

Mean to add I completely agree that you should speak to them first.

I don't think it's nice to contact a LL without at least letting the tenants know there's a problem.

Yeh I found it bizarre when I seen how many people were living there, I feel like I jinxed myself or something because I thought to myself well as it's a one bed flat there will only ever be single people or couples up there so not too much noise, then a couple with 3 kids move in! No unfortunately she never left any details

It may be normal domestic noise (except for the scooters) but it could still be very detrimental to the OP's mental health. I have first hand experience of stress, anxiety and depression and they are vile.

Moving isn't simple and may not solve the problem if new neighbours/accommodation are as bad as old. A friend of mine has to wear ear defenders in his flat because of neighbours noise from upstairs and I'm pretty sure the housing association wouldn't move him to a detached property for that reason.

That is why we need an inbuilt solution i.e. soundproofing.

This is (presumably) block of flats. Flats are normally leasehold with the council owning the building. There may be terms to the lease. The council will have details for who owns the lease in any case and would be able to contact them
If you complained to environmental health.

I would be willing to wager that it's a private LL who has contracted with the council to provide temp housing to the homeless and that is why there are 5 people in a 1 bed. I'd find out from the council if this is the case. If so, you can complain about noise beyond what is considered normal living, but there won't be much that can be done about normal noise of living.
