WIBU to report this/What will police do?

DH works in a restaurant.
Finished work at 5, at approx 5 past 5/10 past 5 he was coming out of work and witnessed a mum and dad(calling them that for ease- of course they may not be the parents) with 2 children hit at least one child.
DH was walking past and heard what sounded like a whip crack, turned to see child in the back of the car cowering, mum leaning over with her sandal in hand. both kids were in the back of the car.
DH stopped and continued to watch. Mum then proceeded to hit child again in full view of DH. Dad was laughing throughout all of this
they (Mum and dad) then got into the front of the car and drove off.
the children were very distressed,crying and upset.
Side note that may not be very relevant,but DH saw them while in restaurant, kids seemed relatively quiet, parents were very very arsey with the waiter (Not DH, but waiters always step out into the kitchen for a quick rant if they have someone particularly arsey)
DH has got some details, time of incident, rough description, estimated ages of children (3-4 and between 5-7).
Incident may have been caught on CCTV also. I really want him to report, DH wants to report but one of DH's co workers (who DH was walking with) thinks its ok and they've just had a bad day with the kids.
i'm also worried about what the police would do? I wouldn't want to make it worse for the little uns :(

Orda1, why is that then??? you have no idea what is going on theyre home, surely better a phonecall to the police and socail services sent round rather than worrying what may become of those poor children and it does happen.

If he didn't get the number plate and they paid for their meal with a card, could they be traced via that?

Bad day or not hitting a child is not on and for a parent to stand there and laugh is despicable.

Just think it's a bit of a jump to assume it means serious abuse at home.

I completely disagree. People hold back outside the house; things are always worse at home.

However, as for 'more concerned for himself'
not really :S the kids had already been hurt, what sense is it for him to get himself hurt as well? by the time he'd noticed, it was already too late tbh. he turned around after hearing the sound similar to that of a whip cracking. I've always heard advice of 'report a crime at the time if safe to do so, if not wait until you are safe to do so' can't see him pulling out his phone and dialing 999 there and then and risking being hurt or worse.
I have my own reservations about the police helping in situations where a child is being hurt. since I was once that child and it made it a hell of a lot worse when the police visited and then did fuck all and lots of people (some on this thread) are of the opinion that reporting is too OTT, So I was wondering if it was likely that the police would actually be helpful.
I have wanted to report since finding out and DH wanted to report too. I was just concerned that reporting to police wouldn't help and maybe there'd be a better way to go about things (reporting to NSPCC/SS or similar) that'd get the ball rolling faster.
Thanks anyway, DH has reported.

You have done the right thing...Even if it isn't enough for action it helps to build a picture...
