DH offered 30 mins ago to put the kettle on. No tea appeared. He thinks this is perfectly acceptable and in no way does "shall I put the kettle on?" mean "I will make you a cuppa". I am furious, tealess and mouth agape (and parched).

DH is going to the football tomorrow night. I might offer him a lift then get into a deep bubble bath and lock the door.

Just heard him go upstairs and get in the shower. Visited kitchen. Kettle has boiled. Mug is out. Teabag is in mug. NO WATER IN MUG.

Yes, it is an offer to make a cuppa. Why else would you bother putting the kettle on?

My DH often offers to put the kettle on and puts out two mugs but often forgets to add teabags. My other bugbear is that he doesn't pour the boiling water out promptly. As we like strong tea, I get my revenge by making colder tea when I make it. Between us though, we usually do get it right.
