to not know how to handle this behaviour

Ds is 9. Took him to a large park this morning for 5 hours. Scooter ramps, paddle boats etc. Then called to a local farm. Got home about 3. He immediately asks "can we go somewhere?" Sent him to call for 2 friends to play outside but no one is in. Suggested he play minecraft for a while until they are back. He's having none of it and is pacing up and down at the front of our house . He wants to be out constantly.

Have you got grass in a back garden you could get him to cut? Or wash your car? Or sweeping up leaves? clutching at straws

If you trust him I would send him outside to play alone or give him a job to do in the garden. At 9 he should be more than capable of not only understanding that he can't be out all the time but also of entertaining himself with needing friends to play out with it you taking him to different places.
Is there a holiday sports camp near you? Might be worth looking at something like that to keep him busy.
