To wonder the following regarding driving and road use?

I thought the following were law:

Seatbelts compulsory.- i see loads of people with no seatbelts on.

no smoking with kids in car.- round here nearly ever ydriver i see smoking.

no phones while driving.- every other driver, especially van/lorry drivers.

child/booster seats.- keep seeing kids on peoples laps in front seats.

Tailgating. thought it was an offence?

as is throwing litter out of car?

I know its hard for the police to spot everything and be everywhere at the same time but....

also, Its hard to take down number plates when im driving myself. otherwise i would and report them.

now,also, red lights. drivers and especially cyclists. they are for STOPPING, no? are you colour blind?

Indicators. do people expect the driver behind to mind read?

speed limits. there for a reason, no? stupid twunts up my arse all the time.

and foreign drivers should learn the UK road laws shouldnt they? -mind you loads of English people totally disregarding the law too.Why do so many people forget their theory test as soon as they pass their lisence? and not bother reading the highway code either?

I'm in NZ and kiwi drivers here are shockingly bad plus we have bad roads, lots of long 'double carriageways' no safety barriers etc. Also a high amount of drink driving. There are regularly women caught on the school run at double and triple the limit with kids in the car. It makes me quite nervous as to who else is on the road. And of course the media only cares about tourist drivers who are starting to be targeted and there is likely to be a nasty incident in future...

Where I live people are much more law abiding. They pull over to use their phones. Often on double yellow lines/loading restrictions/in disabled bays. If you raise an eyebrow they say "but I'm not allowed to drive whilst using the phone". How about (and I realise this is a little radical) NOT making the phone call until you're parked somewhere safe and relatively considerate? But... but... it rang!

And of course my perennial favourite: hazard warning lights. I learned to drive about 100 years ago, before theory tests, so I can't remember if they were even mentioned, but I doubt very much they really give you carte blanche to stop wherever you like. They're supposed to mean "oh dear, I have broken down", not "excuse me, I must just take this phone call/pop into this shop/eat a sandwich".

I saw the same car pull a really dangerous manouevre, twice, incidents were on separate days. I emailed the details to the police, and they called me back after a few days just to check some stuff, and went to have a word with the driver. It was lowkey and probably the best way to deal with it.
Previously I have reported dangerous driving on 101, and the man I spoke to then said the report would be logged, and if they subsequently had more reports of the same car, they would take action.
This is in response to the person who asked what the police would do , if you did report these kind of things. However, I am not in London and can imagine that the Police there would have a lot more things to deal with than in Hicksville where I am :)

Not confined to drivers either. Today cyclist, no helmet, wobbling along with one hand on phone other steering, in and out of parked cars, no room to pass. Eventually he finished call and waved me past. Hmm
