To think pets should only be allowed in ground floor flats

I'm sure there is a rule in council flats that you can only have large animals (cats and dogs) in ground floor flats but I may be wrong. My neighbour upstairs has a dog and the noise caused by it running around, playing and going about its own business is horrendous. I have nothing against people having pets. I have a cat of my own and they didn't know I had her until she accidentally got out one day and I asked them to keep an eye out for me. This means they can't hear her meowing or running about. Now the dog is just turning adult so has more growing to do yet so the noise will get louder. Obviously it can't help having to run around and such, it can't just stay in one place 24/7. They let it out for a run in their garden once a day so has a lot of energy to use up inside. It sounds like an elephant is crashing around up there and I struggle to hear my tv/talk to visitors when it's doing so. My midwife had to leave and wait until our next appointment because she couldn't concentrate on talking to me.

Also I know that there are people out there with pets that can't choose if they have a ground floor flat or not and don't want to get rid of a family member but other residents do need to be considered when noise is concerned.

AIBU to think large pets shouldn't be allowed in any flat that isn't ground level because of the noise?

So someone from the council knows they have a dog? But your whinging saying they shouldn't and are going to complain to... the council? I'm more interested in why council staff are telling you private information about tenants than your actual OP tbh.

The op is leaving so there is no point complaining except to try and get one over on them.
This isn't about the dog it's because she doesn't like her neighbours, that's why i don't think she should.
I couldn't condem a dog potentially to death just because i hated my neighbours, when i would be leaving anyway!
It's just petty.
They're going to know it's op and they're going to make her life hell.

But I don't get why OP's neighbour, and the new tenant that arrives when OP leaves should have to deal with their behaviour either. Tbh I'd report it knowing that maybe I've saved someone some trouble of a problem neighbour if they got evicted. Hopefully then they wouldn't behave like that again elsewhere.

it says in almost all tenancy's "you can have an animal as long as it doesnt cause nuisance to neighbors"
if the dog is causing you nuisance then complain.
I dont live where you live so i wont say YABU its easy to say someone is being unreasonable when you arent the one experiencing the noise.

kali regardless someone WILL complain about the dog whether its the op or the new neighbor.
A dog being killed isnt on the person complaining its on the irresponsible selfish owners who get the dog in the first place.
And if they make her life hell well that harassment and more chance of them being evicted.

and i agree with everyone else flats need to be soundproofed, councils and housing associations dont want to pay for soundproofing but imagine the money they would save and stress of tenants if they just soundproofed flats. They dont even add a little soundproofing its just 0, air and plaster board.
I have fell out with both of my neighbors due to no soundproofing in here. Seriously i shouldnt be able to hear my neighbor peeing, I wont even have sex in my flat due to the no soundproofing.
