It is 11 weeks old. Of course it isn't neutered. I doubt it is that unusual not to be vaccinated either and chipping is usually done by the owner. Anyway, isn't the health check something that's done when the puppies are very small?

I want to go and rescue the poor little pup but I am already in a love/hate relationship with a spaniel.

Why hasn't he specified what sort of spaniel? He looks like my cocker.

But that poor puppy. £250 is cheap for a pedigree spaniel. SoupDogg was £500 7 years ago and that was the standard rate at all the breeders I looked at.

He's not pedigree he's not got his papers.

No reputable breeder would sell without vaccs and worming tablets etc

That doesn't necessarily mean they aren't pedigree from a breeding point of view, just that the owner couldn't be arsed to pay the fee. Either way, it's all somewhat dodgy - I don't think there is any doubt this one is 100% a backyard breeder in it for the money!
