To report this car in our car park as dumped?

Here's the background. DH and I live in a small block of flats, with a car park & garages round the back. There's just about enough room for all the residents who have cars to park, but sometimes it's a bit tight. We're all uptightly polite about it and muddle through.

About 6 months ago one of the residents bought and parked his left hand drive, no reg plate car in the car park, in our space. A neighbour asked left-hand-drive car man to move as he was in our space and was told he would "park where the fuck he likes."

I was pregnant with DD at the time and wanted to avoid any requests to move his car being met with anger, so we put a note through the door of all flats in the block. The note was polite but confirmed that we'd like to use our space, as we'd need it for getting kids in & out of the car. Thankfully left-hand-drive car man moved his car to another spot in the car park. To date, the car has not moved from that day to this.

Left-hand-drive car man moved out of our block last week. His car, however is still in our car park. At best he's leaving it till he can arrange a tow truck, at worst it's been dumped.

AIBU to report it to the local council as a dumped car?

Do you have any chance to contact him with please move your car by x date, otherwise we will report it as abandoned.

Maybe give it a week or two, so you look reasonable, but given that he sounds like he was quite an offensive neighbour, I would. Is it 'his' (former) space? What happens if a new tenant with a car moves in?

We've asked a couple of our neighbours and they don't know either.
Left-hand-drive car man was a tenant and his landlord is due to move back into the flat, so could take it up with him why he comes back.
The car does have lots, and I mean lots of things in it. You couldn't see out the rear window it's that crammed with stuff. But why is it still in our car park?

I'm not feeling wholly charitable to the LHD car man either, because when he and the other people he lived with moved out they left 3 rotting sofa cushions, a pram, baby bath, childs painting/chalk board & vacuum cleaner next to the bins. The bin men didn't take them and only when I complained about it were some of the items removed.

Be curious to know what the legal position is regarding SORN, tax and insurance ... I believe they are due if a foreign car spends more than six months in the UK.

Alternatively - if you have a strong stomach - I'm sure any number of local scrappies would be interested in a piece of scrap metal that can't be traced through the DVLA Hmm

YANBU but if the car is in a privately owned car park the council don't have responsibility for dumped cars, I know because I've had a similar problem.
Do you know who the management agency / committee are? They might be your best best

We had a similar problem where we lived. The son of an old lady who lived in our block used the private car park as his own sales pitch and dumping ground. Nothing could be done about it. DH and I came home one night pissed to find our car blocked in by one of his many sheds. So we rolled them all out onto the public Road and rang the police. They were gone by the time we woke up the next afternoon.
Id ring a scrappers on a fb buy and sell page. Our local ones are full of dodgy characters

I've spoken to another neighbour who is equally frustrated fucked off about the car. Apparently the owner needs it jumped started and is waiting on the kindness of another one of our neighbours to find him some leads.

It is on private land and sadly our management company are not as active as we'd like. They'd probably remove it and charge all the remaining leaseholders for the privilege.

My one ray of light is that the owner of the flat that LHD car man was renting is coming back to live here, so we can put pressure on him to shift it if it doesn't move soon.
