Lunchbox Police and unsalted/sugared popcorn

Yesterday a small box of homemade popcorn (just corn and olive oil) was taken out of DS's lunchbox.

Surely it's ok though? No salt or sugar.

Choking hazard is all I can think of (it's something I worry about with popcorn). Other than that it's perfectly healthy - a wholegrain in fact.
