So bulb you think it's fine he is taking photographs of women who have no idea they're photographed and then uploading them to social media? Irrespective of the fact they're breastfeeding, you think it is fine he is taking and uploading those photographs without the permission of the subjects?

That said, if you're out in public, you're in the public eye. If I was a photojournalist I'd have every right to take photos of people. If something is happening and people post photos of the event on twitter, it's a bit silly to say we need every person's permission to post a photo.
From a legal and practical stand point, you can't tell people not to take photos of strangers. Unfortunately, not everyone is reasonable and uses common sense about what is and isn't appropriate to photograph. These laws do account for the lowest common denominator, which means that although we have assholes making fun of people on places like peopleofwalmart, we also have instant news when a catastrophe strikes or there's a media blackout in a different country.
Social media is simply a tool.
