to wonder if anyone has ever not paid a parking fine with pcm? what happens?

That's it really. I'm skint and I'm scared. I legitimately shouldn't be paying.

I sold my car the same week I moved house and haven't had some mail through as quick as I should because it's been redirected via my mum's house.
The man I sold the car to selfishly parked in a disabled bay about 100 miles from where I live, without a badge. I can prove I had sold the car and was not there at the time but because I have taken longer than the allotted 28 days to appeal it I lose my right to do that. I appealed yesterday as soon as I was aware and had a letter back today saying it is refused because I didn't do it fast enough and I have to pay it or they will take me to court / send debt collectors round. I'm really scared. I'm on the bones of my backside as it is not for lack of trying and I really can't afford it. Can anybody help?

I had this a few years ago when I sold a car, in the days when you both had to send off a section of the vehicle documents. You are not appealing the offence, you are pointing out that you no longer owned the vehicle at the time of the offence. In this case the 28 days to appeal does not apply, if they did take you to court provided you have cast iron proof that you sold the vehicle they should lose.

Have you had the acknowledgement of sale back from the DVLA, and is the date on that prior to the date of the offence? If so you should have a cast iron case, though it might be an idea to send a copy of this to the company.

Thanks Hampshire. I'm considering just ignoring it or is it worth sending the proof anyway? They don't seem to want to know they just want my money.
I'm just scared of what will happen if I do ignore it.

Hampshire is correct. You can prove you have not committed the offence.
Send them copies of the documents including the name and address of the new owner. Don't ignore it because it won't go away.

Just to add to Sally's advice, yes send copies and send them recorded delivery so you can prove they were received.

You are correct these people just want the money, they don't care if it is from the wrong person and will try all sorts of bullying tactics to scare people into paying.
