It's urgent,please advice...

I really need urgent advice...We live in a flat -paying private landlord.
There are other 3 flats (2 bed ,three bed) and rest are studio flats with very problematic people.
They are from the same country,chewing some grass and spitting it on the floor,smoking in the hall and most weekend music is until 4 am.Honestly that's nothing,I could write the whole book.
This morning,I was going to take my DD to school and they broke entry door and we can't come out.It happened before but never that we are stuck.
We called LL and first he didn't want to deal with it then he said someone will come through the day.I am fuming.
Please can you tell me can I call anyone in the council in connection with this situation.I really don't know what to do?!
My DD is sitting here can' leave the building ..
Please advice me.

You do need to phone the police and tell them you are trapped in the building.

Your landlord is out of order.

You should also contact the council. They have powers re landlords and I am fairly hopeful would take a dim view of someone trapped in their home and of a huge fire risk!

Call 101 again and tell them you've tried phoning the LL, he's not answering, the situation is dangerous and you need it dealt with.

Please, call the Fire Brigade. You're in a dangerous situation - as others have pointed out, what if there's a fire? Your landlord is being outrageous.

Do you think people who live in council flats don't pay for them? Hmm

Because they do. You must pay rent in a council flat the same as if you rent privately. Might be a bit cheaper but you still pay.

You can't imagine what is going through my head...I am frustrated,angry,upset,thankful for all of your advices,defeated.
We live here more than 11 years.His rent is always on time sometimes even earlier on few days when he asks.We improved flat sooooo much,never making problems for no one and we have two DD 's who grew up here since being born.
Never ever noise is coming from our flat-never.Always thinking of other people and same we thought our girls to be highly respectful.
But now I am really like dragon....just can't spit the fire.....
My DH doesn't want to call fir brigade.
The funny thing is I don't know what is going on with another tenats -they have two boys who are school age kids....

How awful for you. I think you should phone the fire brigade too if you can't get it open by yourself. Hopefully they will bill your landlord. Your neighbours sound atrocious.

Why doesn't your DH want to call the fire brigade?

You can't get out if there's a fire.

The ambulance service can't get in if there's an emergency.
And - this is also very important - your DC can't get to school!

I'd either have called the fire brigade or broken the door down by now.

Councils do have powers to deal with poor landlords. Definitely worth contacting them.

I don't mean to appear harsh, but by refusing to call the fire brigade you are actually enabling your LL to do nothing. You need to take action if you leave it the only thing you are doing is making it easy for the LL to ignore you.

Yes it's a bit daft not to call....what about calling the fire brigade to ask for advice? Is there a non emergency number for them?

the problem is actually the other tenants, although the landlord does need to step up and do something. For example, if the tenancy stipulates no smoking they are breaching it.

your immediate problem does need to be solved. But the landlord (unfortunately) cannot just evict the other tenants immediately. He needs to start due legal process which will take some time and cost money.

not saying he shouldn't do it - but his hands are tied by the law.

Has your neighbours dh been to try and get you out op?

Why not knock on the neighbour with school age kids door? See what she's doing about it, she may call the fire brigade if you don't want to, why doesn't your dh want to by the way? Is he worried about the LLs reaction?

My neighbours DH managed to open the door from outside-don't know how? But I am going to take DD to school than me and DH will see what is our next step.
Thank you all for advice.Will update what we did next...my head is spinning....

Lupo....Glad you are out! When you get sorted out, may well we worth talking to the police about ongoing problems. I am thinking you may have enough to have them given an ASBO, which might make things easier in the long run.

That was probably a mistake.

The LL may claim that he broke the door. Perhaps refuse to mend or demand payment.

And it totally let him off the hook.

It was very kind of your neighbour, but I hope it doesn't come back to bite him in the arse.

Notify the fire department that you live in a building with inadequate / blocked / broken exits.

What if there is a fire?
What if you go into labour early?

You have to be able to get in and out of a house for safety reasons.

Hi
Finally calmed down ...Flowers for all support.
We called council they put Dh through housing advice line.On tuesday someone will come to asses the whole situation.I hope they will do something.
They asked us did we log in about all the late noise they make (?we did),even number of times door is broken.
Once they asses the whole situation including from this morning,they will take further steps.They said if something like this happen to call 101 and then them in a meantime.
Hopefully it will be resolved in a civilized way....
