We are currently renting our flat and it's managed by the agency who act on behalf of the landlord. When we moved into the flat in May we noticed that the lino flooring in the bathroom is coming off, bubbling up and discolouring badly due to mould/wetness underneath. The letting agent agreed that this needed fixing and said she'd contact the landlord about it. We haven't heard anything for a while, and they only sent a plumber in a month ago. He ripped the lino off and discovered that the chip board (WTF, who puts a chip board in a bathroom?!) is all mouldy and wet from the leaking toilet (as well as the spills from the shower as the lino wasn't properly sealed). The plumber fixed the leak from the toilet and advised that the floor needs time to dry. After a week we contacted the letting agent to let her know that the floor has dried a bit, but there hasn't been any progress as it's all rotten through and unsalvageable. The landlord advised that she spoke to the plumber who said the concrete underneath the chip board is wet and needs drying before new flooring is installed. When I suggested that perhaps the concrete would dry faster WITHOUT chip board on top (I mean, you don't have to be a specialist to figure that out!) she said that the plumber didn't agree and we need to wait another week. Over a week ago the plumber came over only to discover that the chip board is bent so will need removing and the letting agent advised that the plumber now has to prepare a quote (also to include a constantly running toilet, ugh) for the repair (although in emails before she stated everything is agreed with the landlord and as soon as the floor dries up they'll get new flooring in) and that would then have to be approved by the landlord. It's been a week and after several emails the letting agent says that she hasn't yet had a quote.
I am FURIOUS. We are excellent tenants, we keep the property tidy, NEVER ever defaulted on rent and we pay a lot of money for that place. I feel like we're being jerked around here. My DH (ever the reasonable and rational one) always tells me we have next to zero rights and leverage as tenants and that's why we should be saving every penny towards a deposit for our own place, but surely there must be something we could do? Do I have any rights to ask for a rent reduction for the month with no bathroom floor (plus several other issues not relating to the floor that could have been fixed already, like replacing the bathtub cover, resealing the bathtub and unplugging the sink and bath drains).
I googled but I cannot find anything useful; apart from a Daily Mail (lol) article stating that tenants cannot withold rent as punishment for landlord's tardiness to fix things.
I'm sorry this is such a novel, but I was hoping some helpful soul has some advice or maybe even wants to rage with me!
