AIBU about 'scare' quotes

I see quotation marks put around words all the time to indicate that people disagree that a thing is what it actually fecking well is. It drives me up the wall.
For example: 'This 'doctor' should be struck off!'

The doctor in question is a doctor, it doesn't matter that you disagree with them, the scare quotes are wrong wrong wrong. Arrrrrrgh.

IABU, aren't I? For some reason it disproportionately annoys me.

A man I used to work with did this in almost every email.
E.g.
The "procedure" will be followed and all "staff" will be advised of the "changes".

I wanted to scream WRVA time I opened his emails.

It's even worse in conversation when people do that stupid bunny ear thing to indicate they think something's suspect or alleged.
