to call the RSPCA about the 2 husky/malamut dogs in the flat opposite who have been howling since midday?

Its not the first time its happened but today they are sounding especially distressed and the owners are nowhere to be seen. All the windows are shut. They don't seem to walk the dogs much either.

If they have shelter and water and food the RSPCA will do fuck all. It's not ideal to not walk your dog, but it's not breaking any laws.

If they have no food or water or shelter, the RSPCA are still more likely than not to do fuck all.

Try your local dog warden or call the council about the noise.

If they are sounding very distressed and it's definitely been over 7 hours I'd try ringing the non emergency police number see what they suggest.

They sound 'sadder' than earlier but then they go quiet again. I'm going to see if the owners return tonight and if not I'll ring the non-emergency number. There are several good dog-owners on this street so I expect one of them will report it too. Rubbish that the RSPCA do nothing though Sad

The RSPCA, despite what they'd have you believe, have no power at all. They are a charity and nothing more and not a good one at that.

Dog wardens have actual power within the law. All the RSPCA can do (when they can be bothered) is advise the police and assist with compiling evidence against offenders.

Have found the RSPCA entirely useless in the past, sad to say: rang about a neglected cat, no joy AT ALL.
