change of address on driving license isn't legal?

Just rang 101 to ask for help.
DP left 4 months ago (thanks to MN who helped me see the abuse cocklodger for what he was).
Since then I have received lots of threatening bailiffs letter etc at my address. I keep sending them back but they are still coming. Plus speeding fines/parking tickets etc from what I can gather off envelopes and few I opened in early days. It is clear DP hasn't change address on his driving license despite saying he would.
Police say that's not a matter for them and they can't help. I was quite surprised. I thought not changing your address via DVLA was a criminal offense. I know they probably have better things to do with there time but if anyone has received a letter telling me a court has granted them to gain access to your property it is quite frightening.

I thought it was an offence too, but a civil one maybe? So points on your licence perhaps...

Even as a criminal offence (and I don't know if it is) it might be up to DVLA whether to investigate or prosecute. Not all decisions on criminal offences sit with the police.

I've had similar, although it wasn't actually my DH, it was someone had put my address down on their licence.

I contacted the DVLA, got some sort off written acceptance front hem and then contacted council who were issuing parking tickets. I sent council the thing from the DVLA. I also sent a copy to anyone who sent anything for this random person.

I don;t think its effective enough to just send things back. You need to actually contact people and let them know otherwise they will just take it as trying to hide. Only do this once you have something front he DVLA.

I have tried to contact them but most bailiffs don't give phone numbers and if they do they just go dead.

I don't mean contact the bailiffs, I mean contact who the debt originates from, so council, DVLA, bank, shops or whoever.

If he is receiving this volume of speeding tickets, I think the DVLA will want to locate him asap. If you know his current address then provide them with that.
