To despair at the RSPCA

For some time now, I have been concerned about two dogs living with a neighbour. My concern is shared with my other neighbours.

For months now, both dogs have been sleeping outside in a draughty conservatory with a cement floor, with only a thin blanket to lie on. All day, they are outside the conservatory in all weathers, barking and howling.

One of the dogs is emaciated and has green pus in both his eyes.

The other dog is younger and seems in ok condition, but both dogs are very dirty and smelly. Their environment is covered in faeces and absolutely honks.

The woman who owns them has been a difficult neighbour since she arrived - she is verbally abusive, leaves rubbish outside her house and is generally rude and difficult.

For some years, she lived with a man who was violent towards her - I was very worried about her. She may be difficult, but she’s only young. I called the police when I saw him beating her and eventually he left and was put in prison for theft (he’d been in prison several times before).

Worryingly, they have a small child, although I don’t think the father is involved any more.

I don’t think this lady can cope with the dogs. She never walks them (or if she does, it is hardly ever) and they are left alone, sometimes all day and night.

Each dog cost her several thousand pounds each. Her family are very rich. I say this because she is clearly not unable to pay for vet treatment.

I called the RSPCA three times last week and explained the situation.

The local dog warden came yesterday because both dogs had escaped from the house and were roaming the street. The one that has pus filled eyes and is emaciated is a large, mastiff type dog and has attacked a neighbour’s dog. The concern was that he might have attacked a child as he escaped just before the school run.

The dog warden told me that she has had umpteen complaints about this woman and her dogs.

Yesterday, the lady’s pet rabbit was found dead (by my other neighbour) outside the woman’s garden. I am not sure what killed it, but it’s fur was v matted indeed (I saw the body). She has had many pets and most of them have met a bad end by escaping and getting run over :(

Anyway, the RSPCA officer left a message with me today to say that, in her opinion, both dogs were ‘fine’ and ‘receiving ongoing medical treatment’ and the ‘case is closed’.

I know this is not true. The lady is known for lying and told the dog warden a few days ago that she was having the ill dog put to sleep. She did take him to the vet and he was treated for a sore foot. He wasn’t put to sleep.

What else can I do? I can’t stand the idea that these poor dogs are left in a freezing cold yard without adequate shelter over the winter :(

Jim?????

No, I didn't name him. I'm not a nutter. That was supposed to be him.

LtEveDallas · 12/12/2013 11:22

Could you steal the dogs? What area are you in? PM me if you don't want to say on thread.

I've done this before, as have a number of my friends (all volunteer or work in Rescues).

Is your Dog Warden on side - would he take the dogs and leave them with a Rescue (again, something we have done).

HesterShaw Sad but a bit Grin too at Jim.

Dear Jim, never forgotten.

Same here we had a problem with an abandoned cat, they couldn't help me, were useless and what's more worrying they couldn't direct me to other places locally that could help.

I think you need to persist, can the police get involved, esp after dog attacks on people recently?

Rhythmisadancer · 13/12/2013 00:13

And the small child is ok?

Pawprint · 15/12/2013 17:16

Hi guys - no more news, really. Dogs still there. No point is trying to steal them, although I have been tempted Hmm

Re the little girl - I am keeping eyes and ears open for any sign she is at risk. Haven't seen any sign as yet, although she did run up, bang my window and stick her tongue out at me, which seemed odd and worrying behaviour in a child - I think she is aged about seven?

It occurs to me that, given that one of the dogs attacked another dog, it might attack the child :( Think I need to contact either dog warden, RSPCA or both

Have you tried the police? Animal cruelty is a criminal offence and they might take an interest in the rest of the issues as well...

Pawprint · 15/12/2013 18:42

Hi Dojo -I have been told by dog warden to call police if necessary, as (as you rightly say) they have a duty of care

OP, i wonder if the way to go is complain to the council dog warden about the noise. I did this in my area, although i was not concerned about neglect, each time the lady popped out her dog yapped continuously. The dog warden responded with a letter to the owner telling her to curb the noise and it stopped. In your case it will not easily stop because she is keeping them outside so then the dog warden would make you do a log and submit it. If enough evidence they will intervene/ fine. It is a good way of getting authorities involved if the dogs are noisy!

Ay caramba - don't get me started. RSPCA won't help me at all with my current 8 foster cats (I also have 2 of my own), nor will Cat's P. I'm annoyed because all I need right now is someone with safe, specialised equipment to come and help me catch the 3 older kittens to take them to be neutered. They're in my house, but are very nervous. I have mobility problems at the moment so can't catch them myself. Still, I have a tentative plan that I shall attempt to carry out after Xmas.

Anyway, they suck and have sucked for a number of years. Both used to be awesome. I even managed to get RSPCA to come out for a pigeon once! Now neither will come out and RSPCA are euthanising at a rate of knots. Neither will do trap-neuter-release anymore.

An idea for you - can you work out what breed they are? Can you get pics for ID? They might be a pure breed if they cost £££ and from there you could perhaps try contacting a specialised breed rescue who may have more sway to get help with rescue and rehoming.

look at - we had a similar problem. family of strays, mum dad and two kittens. my mum rang the rspca who said they were ok as they were being fed. CP wouldk get involved as she gad spoken to the rspca. they weren't interested that mum cat had four toms following her around. My mum said she would have them all but needed help catching, to be told "oh you can't just have them"
we caught them ourselves eventually. Both kittens were female, this was twenty years ago. how many more unwanted ferals would have resulted.

good luck with the dogs
