"Bullying" - can we all agree that Bullying is NOT a one off event?

as the anti bulllying alliance says :

ABA defines bullying as the repetitive, intentional hurting of one person or group by another person or group, where the relationship involves an imbalance of power.

I think of a one off thing as one episode of abuse. Lots of events are bullying. Am I wrong? Confused

I work in a school and I've lost count of the number of children who tell me "Such and such is bullying me" when further investigation reveals that such and such actually just disagreed with them and defended their stance.

That said, I'd rather have to investigate a case of non-bullying than not investigate a case of real bullying, IYSWIM.

One off is just poor behaviour. Repeatedly on purpose is bullying.

I think that is the best way to describe it, and it is used by many schools to help the kids understand.
