aibu to call the cops

I have had to call the cops because this horrible person upstairs to me keeps throwing her fag butts in my garden.She keeps on denying it and blaming the neighbours but it seems pretty obvious it is her who is doing this after months of anti social behaviour from her.The cops have told me to keep a diary and keep them posted with what is happening .The cops say this action is not breaking the law but anti social behaviour.I feel totally helpless with what i can do about this anti social behaviour and it's really getting me down.Landlord can't do anything and the cops came around and told everybody it must stop but pointed no fingers.Any ideas what i can do to stop this anti social behaviour please? (apart from what I have done and within the law?)

have a friend round for a cup of tea in the garden and chat loudly about how marvellous it is that you haven't had to buy a packet of fags in months because loads keep just turning up in your garden

has she not got a garden you could chuck them back in? that's what I'd do and this would annoy me too.

Silk, pick them up, put them in an envelope, give them to her and tell her she's missed her ashtray and suggest she puts the dogends in her bin, give her a bowl or plate and suggest she puts them in there instead of chucking them out her window or over her balcony or whatever it is she does, before disposing of them in her own bin.

I'm a smoker and wouldn't put dogends in my own garden.

Do you know why she doesn't like you, or the reason for this stupid behaviour?

I love the OP, she hasn't bitten once.
If she's trolling, then it's very strange that she hasn't argued or left and if not then i'm very surprised that her neighbour has managed to wind her up so badly since no one else seems able to!

Monty thanks for the advice i've already tried the reasonable approach but it's failed.I do know why she is doing this because she is a seriously twisted mucked up troubled kid who just wants to fight the whole wide world all at the same time.
