It wasn't long enough though. Six lives. Arson. What the hell was she thinking? What could he possibly ever offer to society? He should be locked away for the rest of his life.

I don't think judges are just allowed to make up random sentences.
She went away, did additional research and followed the limits that are set in law.

He will only be considered for parole after 15 years and he may not get it.

The detective got 16 years

Philpott got life with the recommendation of serving at least 15 years

But he may well not get parole.

Phillpott was sentenced to 30 yrs

It states very clearly that she has given him a harsher sentence with Life serving a minimum of 15yrs than if she had given him 30yrs for which he would only have to serve 15yrs. And that the sentence is one of the heaviest sentences for manslaughter given to date.
