YANBU - I hate it. So much spit on the streets in my bit of London, it's horrid, no attempt to even keep it to the gutter, all down the middle of the pavement. I see teenage girls doing it at the bus stop (wondered if it was worth contacting the school). I saw a mother walking her 6ish yr to school who stopped to let her spit. It seems to have quickly become part of the culture and allowed. When I first spent time in the UK about 30 years ago - I never, ever saw anyone do this.

It doesn't disappear for a long time Nancy, it sits there in phlemy globules unless it is raining

I think it's really quite recent here -- when I spent a summer working for the YMCA in the US in 2006, I was horrified at the barbarian habit of spitting, because I was so unused to it. Now the dirty feckers are at it everywhere!
