yesterday when coming back from the shop, I noticed my already full wheelie bin lid was up and there was a red bag in there.

I knew it wasn't mine and that none of mine had put it in there so I picked it out and took it in, it contains...

an old lung ( for those of you who don't know this is a contraption made out of a plastic bottle for smokng cannabis)
Many empty pill packets
Many (packaged) syringes
Many empty sealy bags
A snapped in half bank card belonging to someone who frequents next door neighbours house
and a NEEDLE! packaged, but still!

Next door neighbour is a dealer, and has been raided quite recently - I'm guessing this is why he's chosen to put his filth in my bin, just in case?

Yesterday I was raging, if I had have seen him, I would definitely have said something. But now I'm not so raging, calmed down a bit and starting to feel like chickening out of sayig anything.

I've just come out of a period of nasty metal health problems, do I really want to invite trouble onto myself now, when I'm feeling good?

My sister told me to hand it in to police, but that is definitely not an option - I have to live here and they don't play nice.

Do I just leave the bag in my bin and not say anything? take it out and put it back in his bin, again without saying anything, or do I stand up for myself and screw the consequences?

You can report this anonymously to Evironmental Health, they will do random spot checks, if the house has been raided recently, the tenant will think that the referal came from the police.

If Environmental Health find anything illegal, they will recontact the police.

All you need to do is pop a letter into the One Stop Shop, or make a phone call.

This needs to stop, as said,it is a risk to everyone and it is illegal to dump sharps in this manner.

DO THIS

If he has been raided recently then he won't know it was you

Birdsgottafly · 23/09/2012 12:57

Just to add, you could keep hold of the bag, put it back overnight and contact the council in the morning.

qo · 23/09/2012 12:58

I can't do anything anonymously as they know they put it in my bin.

"the tenant will think the referral came from the police" - No, they wont!

WelshMaenad · 23/09/2012 12:59

They need to be placed in a sharps bin for the council to collect, they will not pick up unboxed sharps (I have a regular sharps collection). I know my pharmacy would dispose as they perform blood sugar tests etc so have a sharps bin. A Gp surgery would definitely have one.

qo · 23/09/2012 13:02

I'm sorry if I sound deliberately obtuse, I'm not - I promise!

I've just realised, nobody can really advise me on what to do unless they actually lived here, or somewhere very similar. - didn't think about that when I started the treadm sorry!

Ive never heard of lung before and I thought Id seen it all. It makes me cringe! Yuck.

OP Ive been in a very similar position, I know how you feel. As its been suggested, Id put the bag in his bin and ignore. But report him in future with any sign of dealing.

Birdsgottafly · 23/09/2012 13:03

I can't do anything anonymously as they know they put it in my bin.

You put it back in their bin and they won't know that it is you that reported it.

"the tenant will think the referral came from the police" - No, they wont!

Why won't they? This is you being paranoid.

Either that or the bin men will report you and then what are you going to do?

Be charged with the offence of drugs and dumping sharps?

This will carry on.

Your bin may not be the only one that they are using.

Viviennemary · 23/09/2012 13:05

Phone the police and ask them to come and collect the bag. That's what I would do. Or failing that contact your neighbour ask him if he knows anything about the bag and say if he wants it to collect it otherwise you're phoning the police. Or you could say your Mother found the bag and handed it in at the police station.

jadebond007 · 23/09/2012 13:05

No advice. But I had completely forgotten about lungs! I remember doing one at 16 in a kitchen sink in a gritty flat. Ahh those carefree stupid days!

Birdsgottafly · 23/09/2012 13:05

I live in the exact same type of place.

I live in Liverpool on what is becoming one of the roughest gun crime/drug estates.

I've lived in Kirkby and Norris Green.

This won't be a one off and you are in danger of being implicated.

qo · 23/09/2012 13:06

That is NOT me being paranoid birds, I know how things work around here.

they put the bag in my bin, then they get "anonymously" reported for the same bag, I WILL be their first target in that scenario, nothing to do with paranoia!

OP posts:
Birdsgottafly · 23/09/2012 13:06

Phone the police and ask them to come and collect the bag

I know that you cannot do that, if you live where i live and have the police at your door willingly, your windows go in.

Tiredmumno1 · 23/09/2012 13:06

Op I can understand you don't want anything coming back to you, so the only thing I can think of is going to your local hospital with the sharps and just saying that you found them in your street or wherever, and could they dispose of them please, as birds says you do not want the bin men to report you, as it was in your bin

TherapeuticVino · 23/09/2012 13:07

Just put it back in their bin. They will know you're not accepting them doing it, but you haven't got them in trouble.

Birdsgottafly · 23/09/2012 13:07

You are not reporting them for that bag, just for dumping 'drug paraphenalia (sp) and sharps in their bin Confused.

puds11 · 23/09/2012 13:08

I don't think op is being paranoid.

Mrsjay · 23/09/2012 13:08

I live in a place that could be like where you live infact there is drug dealers round the corner and the high rises I wouldn't walk into ever just in my part of the street it is better, OP what are you going to do just put it back in your bin ?

Mrsjay · 23/09/2012 13:09

don't think op is being paranoid.

neither do I.

slartybartfast · 23/09/2012 13:09

do you rent?
can you ask for a trasnfer? i know that isnt going to ahppen over night. and perhaps you ahve done already.

can you ask police advice anonymoulsy. the police probably arent stupid in this regard.

and the sharps issue, you said they were packaged, so that are not actually sharps.
or just ignore the whole issue - pretend you never saw the rubbish.

qo · 23/09/2012 13:10

Oh it's ok really, I fully accept that people might not understand the situation but are only trying to help (which is what I asked for, I know)

I have to go now and get on with my gardening, I'll just have to try and figure it out myself Confused

Thanks for everyone's input :)

qo, if you are still there.

I have lived with this situation too. Our next door neighbour was a drug dealer. He was also involved in other crime, as once our house had been burgled but he came up to me to say "it had been a mistake, we are o.k., and he would make sure it would not happen again". WTF?! Obviously I just nodded... Did I go to the police, ever? Hell no!

In your situation I would leave it. I would not call the police. Calling the police would be the right thing to do, but it carries too much risk as he would indeed know it was you (or guess), and if he is into drugs, he probably has a very unsavoury circle of friends and acquaintances, and you don't want to have to watch your back.

I think staying neutral is the best way. You don't have to be friendly to him, but think carefully before you act.

One day, we woke up to find our neighbour lying in the street, with armed police all around him. I think he went to prison for 3 months or so, then he was back. Oh yes. that is reality.

Long term, the only option is moving. Short term, the only option is turning a blind eye, in my jaded experienced opinion...sadly

HecateHarshPants · 23/09/2012 14:07

People who have never lived in such a place have no idea what it's like. I grew up on a sinkhole estate, I know exactly what you mean and why you're afraid. It's all well and good for people to say call the police, but when you're dealing with people who WILL put your windows through and will probably kick the crap out of you too, it's just not an option. Unless you can move! Because they will have you, they truly will. And the police won't be able to stop it. I know. I've lived it.

If you can put it back in his bin without repercussions, then do that. Otherwise, just wrap it up really well so that it is not a danger, label it as "sharp" or some other warning.

It's really shit, I know. You should be able to live a life free from this sort of crap, but you have to deal with the reality of where you live and the people you live near, not some idea of how it ought to be.

qo · 23/09/2012 15:38

Well, I've just confronted him with the bag - not confronted exactly, just asked him if he could find a different bin for it.
He denied it was anything to do with him, said he hadn't done it and even denied knowing the person whose name is on the bank card (even though I've seen that person going in and out all the time - I didnt say that though!!)

Now I'm shaking like a leaf, not knowing if I've done the right thing or not - he did take the bag despite denying all knowledge of it's exsistence though.

Hope that's just the end of it now [scared]

Mrsjay · 23/09/2012 15:39

If he has taken it then that's that it isn't your problem any more, t sounds a nightmare
