To want an 'emergency' course?

Does a course (like, one evening a week or something) exist where you can learn first aid, but also things like how to deal with fires, floods, dangerous dogs, lost children, gas leaks etc?

Or am I just a bit too pessimistic for real life?

That sounds as though it ought to be a flagship course at the Mumsnet Academy.

A Zombie Plan.

Become a PCSO? They are trained to deal with random stuff, I think.

Anyway, the correct response to most of the things on your list is to call 999 or 101.

You don't really need to do anything, unless you have a raging hero complex Grin.

The readers digest book I remember told you what to do when attacked (stiletto in the eye), what to do if your caught in a riot, if someone is electrocuted (poke them with a wooden pole) it was fab!

Sounds like a good idea. You could do a first aid course. Im sure theres courses for the rest of it too.
