to not leave a tip in zizzi's?

I normally leave tips in restaurants, always cash, never add it onto the card payment

impromptu visit to Zizzi's in Leeds tonight, they were lovely, knew we had a time costraint as we were going to a show so the service was speedy, the waiter asked if I would like him to bring DD2s icecream out while I was still eating, and then bought DD1 a free ice cream which they insisted I didn't need to pay for

excellent service, I was all ready to tip

bill comes and it's £31
I have £40 in cash and that's it, so I give the £40, thinking I would leave a tip out of the change

he takes the tray away, brings it back and brings me £10 in change!!!

I tell him it's wrong, and he says 'no no, manager says it's fine, enjoy the rest of your evening'
I tell him I want to leave a tip but have no change, and if he gives me the right change, I can leave him a tip -but he insists that £30 for the meal is fine

and now I feel really guilty that I didn't leave a tip, especially as they are so nice

should I have insisted?

In some places a 10/12.5% service charge is already incorporated. This is actually optional, so that may be what happened.

DD2 had children's meal, so ice cream included
DD1 was given the option of children's meal or adult's meal and no ice cream

she knows she would have the option after she has finished eating but quite often doesn't have dessert

I wasn't being mean -promise :)

I love Zizzi's. Such lovely staff and great quality food at a good price. OP, go back again for another meal and leave a double tip!
