My neighbour parks 2 or 3 cars outside his home, completely blocking the path. He has a drive and a garage, but chooses not to use them.

It's impossible to get past without going onto the road. He's very unapproachable and so I contacted the local council who told me to speak to the police.

The police said that unless he has all 4 wheels on the pavement, they can't actually do anything, but they did have a word with him and ask him to park more considerably.

This has really annoyed me, that he can just park where he likes, and I'm fed up with having to go onto the road to get by.

Is there anything I can do about this? I think the police have got it wrong. Am I being unreasonable to even care?

Illegal to take a photo of a license plate?!

Utter nonsense. Is there nothing they wont say to fob people off if they can't be arsed taking some action. What a lazy attitude from the police. When I discussed a similar problem, the police were sympathetic and courteous.
