To not understand the term "Meh"

what does it mean? is it just a general expression of disdain? or sort of like "D'oh" Do not know when it is appropriate to use either and consequently whether it is appropriate when folks "say" it to me. I have never actually heard anyone say it - just on face book or on here. My DD went through a phase of using it (shes 21).

I too have only seen it written down. How do you say it? Does it rhyme with rare or said like the first two letters of medicine? Sorry, not explaining too well, can anyone help a totally untrendy country bumpkin?
