to expect a report card from the school?

Our parent-teacher conferences are this week. DSD's school has not sent home any report cards because they are "waiting for the new format" to be issued from the council and expect to receive this format sometime between April and August.

What is the blinking point of issuing a report card if you cannot then discuss it with the child's teacher? I suppose if we're all very concerned we can just insist on a meeting anyway, but then surely every parent should be offered a chance to discuss their child's report?

Well, I suppose they will just tell you what they need to tell you, and what's in the report should come as much of a surprise. I'm not sure I'd see it as much of a problem, TBH.

We only get reports at the end of year. However, never normally get any real surprises.

Why would you need a contact appointment to discuss the end of year report? Surely the teacher has explained, over the year, what it will contain. The end of year report should summarise the progress over the year and point out next steps/development needs. It should NOT contain anything you haven't previously been informed about.
