Lights on in the fog?

AIBU to expect other drivers to use some lighting when it's foggy? If my journey to work on these last few foggy mornings is any thing to go by I suspect I am. Why don't people put lights on? It was really quite bad this morning yet still drivers loomed out the fog with either no lights on or side lights and what the hell is side lights in the fog all about anyway?

1 in ten cars this morning had no lights, visibility always less than 100 meters, patches less than 50. 1 in 20 used just side lights or just front fog lights (no head lights). 1 cyclist with no lights or reflective clothing, seen just by reflection from his peddles.
DH went on his bike in full reflective gear, rear light on bike and saddle bag, and one very strong one at the front.

Another hater of sidelights here too - if you need your lights on then you need your LIGHTS on.

Front fog lights in fog at night only as they are worse than useless in daylight. Never use front foglights during the day.

Rear foglights in (thick) fog during the day only as they cause glare and can also be mistaken for brakelights. Never use rear foglights at night.

Headlamps at all times when visibility is restricted - dusk, dark, rain, snow, fog etc.

Once got a driver to pull over because his brake lights weren't working and I'd nearly rear-ended him several times before I worked out what was wrong. Was he grateful that I'd pointed this out? Was he buggery....

Some people are idiots. Some of said idiots ride bikes, some go jogging, some drive fog coloured cars.

Most people are a bit careful in inclement weather.

I've been run over once - cycling in the bike lane, in full daylight in June, while wearing bright pink hi-vis, on a straight road by a car coming towards me that turned right into me.
