to think the police should take flashing seriously?

Does anyone know, do the police have to take statements and keep a record of incidents of flashing?

A friend of mine has been repeatedly flashed at in the park (by different people) and this latest one was also acompanied by threats. She has taken a photo of the person doing it but says when the police came round they were unwilling to take a proper statement and also said stuff like 'we really don't think it's worth persuing, he's not a bad lad' so basically they do know who this is.

My friend is really pissed off and upset. can she complain to someone, can she insist that a statement be taken so that the incident is on record incase something else happens in the future?

I was trying to make the point where you don't just take a statement as a matter of course - there has to be a point to it.

I was flashed years ago, i went to the police and whilst it was all very lighthearted as i just thought it was funny tbh, they took a statement as they rightly pointed out that whilst i wasn't upset by it and no real harm done, "today's flasher could be tomorrows rapist"

When I was flashed at in our local park (N London), a whole vanload of police turned up within a few minutes, and with the words,"Don't worry Madam, we'll get him!", proceded to scour the area. They didn't "get" him, and I was surprised a few days later to receive a telephone call asking me if I would give a description to a Police artist. I had to explain that it wasn't his face that I had noticed.
