To not want to spend ages waiting for visitors turning up late?

I invited my neighbour & her 2 DC round this afternoon for tea & biscuits. Still waiting, over an hour later.
She's literally next door.

She did text me at 3.30 saying her toddler was having a late nap due to some blankie or other being in the wash Hmm but come on, does she think I have all afternoon to hang around waiting?!
She has previous form of cancelling on the day, such as earlier this week in fact. No real problem, but is there no unwritten etiquette whereby you should at least try to turn up within the same hour you were invited?

Sigh.

I guess that if either of her children are asleep she won't wan't to wake them up. She's probably frustrated as well. Why don't you go round there instead?

Yes of course if her DCs are sleeping she has to wait, but she could've told me a bit sooner I reckon.
She never invites me round there, their place is tiny, I think she feels a bit Blush about it for some reason. I'd be quite happy to.
