They are in bed by 7.30 and usally asleep by 8.30. My sister seems to think nothing of it (her DCs are the early risers) whilst I think it is abnormally early.

We need a wider research field please.

My two (7 and 5) are allowed to play quietly if they are up before 7 (which is fairly rare). When we twigged that DS was getting up earlier to increase his TV viewing time we made sure he knew he could get up early but no telly before 7, he has been very good about keeping to that. He likes to watch a bit of Sky Sports before DD gets up and wants cartoons on. The only problem we have is that he tends to start firing a barrage of questions (mainly about the night before's football scores) at us at 7am.
