can children even understand the concept of being naughty at this age?? My 14 month olds father keeps telling him off and calling him naughty for the silliest things and its starting to grate on me! believe me I want to bring my gorgeous boy knowing right from wrong and when he does things like pull at the cat I will say to him no. but he isnt naughty. His dad speaks to him like he knows what is doing and is deliberatly ignoring his instruction. The smallest things like throwing a grape from his high chair! Its pissing me off!!!

YANBU - 14 months old are exploring the world.
But they do have to be "trained" not to chuck stuff or torment pets.
14 months don't know about "naughty" but they can be taught not to hit or throw.

They can have a basic concept of right and wrong with some things if you've taught them already. Depending on his level of understanding though it'd be less likely he'll understand why he shouldn't do something which is often why you have to keep repeating these things over and over, it seems.

Calling him naughty though and even telling off, at 14 months is just stupid. Babies do things which can be inconvenient to us. It's how they learn. There's no harm at all in telling him no and offering a basic explanation as to why which sounds like what you're already doing. Even if they do grasp it, they often don't understand their boundaries at 14 months which is why they continue.

YANBU - have you spoken to your P about it? How does he react?

I try to say he doesnt understand what your saying, from time to time. but i feel like such a nag. his father is very loving and caring but im think he excepts a little too much from him.
