to report my neighbours about leaving their dog?

Neighbours have bought a pedigree puppy, looks about 6 months.

They are out at work all day and whenever I drive past it is sitting forlornly in the window.

Is that grounds for reporting them or just a bit mean?

TBH as you say... I do worry about world debt and children and and animals that are being abused and I dont really care about banks or losing my money or the fact there is not cure for some disease you might only contract if you have unprotected waffle; and anything else that is Real to you. I am totally nonplussed (not to be confused with any other saying you might imagine with your limited intelligence) as to why you would compare my post with a totally irrelevant(though obviously familiar) disease. Go girl and dig it deep, We are talking about doggies not pussycats.,

Apparently he doesn't make a sound, doesn't bark, doesn't whine.
If my dog was distressed he would cry, chew things, and not eat food.

This is a common misconception @FabbyChic.
Owners whose dogs are not displaying the common symptoms of stress will assume their dog is fine. But over 80% of dogs feel anxious when left alone.

You leave your dog alone for TEN & A HALF HOURS EVERY WEEKDAY???
That is downright cruel. FFS at least get a lunchtime dogwalker to give the poor animal another pee break, some outside time & some affection.
