Horse in neighbours back garden -illegal?

Well just as the title says, this can not be legal right?

Noise and smell could be dealt with by the Council's Environmental Protection section.

My grandparents had horses both sides of their house, the house below had a field the one above just a large garden.
Grandpa grew veg at the end of his, the daughter of the house above grazed a horse.
All very proper and above board. The horse had a beautiful brick stable built on to the back of the garage and was very well cared for.
It was just that a full sized horse in a suburban garden was so different to the woolly welsh trekking ponies in their muddy fields I was used to at home.

glad it all turned out ok :)
However, I would object to a camel. I don't like the smell of them.
