To think sister's boyfriend isn't that funny?

So for the past few months her boyfriend has been ringing me up and shouting random shit down the phone. A few examples are

me - "hello?"
him - "CHASING PIGEONS - I SAY CHASING PIGEONS"

and the phone goes down.

me - "hello?"
him - "Lets all buy a house"
me - "sorry??"
him - "its my fucking house and you'll never take it away from me"

phone goes down with lots of laughter in the background.

me - "hello?"
him - "I just had a massive poo and now my bum is hurting"

phone goes down and I can hear sister howling with laughter in the background.

These examples are just the ones I've had this week! like I say it's been going on months. Sister thinks he's hilarious. My mum says not to say anything to sister as she'll "get upset" Hmm

AIBU to think he's obviously a bit of a twat and should be told?

Sorry, the OP made me smile because I remembered doing this sort of thing aged 15. Never to anyone who owned a whistle, though.

Ignore your mother. Tell your sister that it's not on, and if he does it again you'll be reporting both of them to the police.

Don't muck about with the whistle. He'll just get one of his own and do it back to you.

Investigate Caller Id, call blocking, can you get calls from his number diverted to your sister's mobile?

Commiserate with him in front of his friends that he clearly isn't getting much sex if he has to spend his time ringing his girlfriend's sister and trying to engage with her so desperately.

In all seriousness he sounds mentally ill to me or has a condition he is not managing and/or may be may be not drink/drugs related but I seriously think it could be the first one. Is there anybody you can talk to who has experience of mental health issues/conditions?

I wouldn't immediately think "mental health issue" though, just 18 year old, knobbish behaviour. Do you get up early? Start calling them first thing and see hw they like it.

So if he has mental health problems, it sounds as if the sister has too. Or they are annoying teenagers behaving in a stupid manner because no one is stopping them.
Tell them both, in no uncertain terms, but particularly your sister, you know her better and have a long-term relationship. They need to stop the harassment right now.
I don't understand why your mum is tolerating this stupidity, are they messing her around too, or is it OK because it is only you?
