This has got to be by far the most ridiculous comment I've ever seen. So by virtue of the fact that the guy was a piss poor shot, he's not a criminal? Because I'm rather thinking he wasn't AIMING at the radio, which was most likely being either carried or worn by the police officer at the time. 
It's not like the officer said "oh no, I won't defend myself, he's probably just aiming for my radio...." 
Police officer is an OCCUPATION. POLICE are not criminal thugs, as it is simply an occupation. PEOPLE are criminal thugs. I imagine there are good cops and bad cops, just like there are good public citizens as well as bad ones. The guy who got shot - I'd be inclined to believe that HE is the criminal thug in this scenario.
The looters are not much better. Yes, it is frustrating to see youth programmes closed down and funding for things cut. But does that excuse harmful and unlawful behaviour, running riot? No. I also believe that there are far too many people that have been raised in an absence of a moral compass, sadly.
