We would then have to have his best man(brother),his wife their two kids and our two kids.

That is why I would just have parents what would you do?.

Our top table consisted of me, DH, his mum and my Dad. It would have had my Mum too but she was in hospital and couldn't make it. We had no best man, no bridesmaids, no ushers - and didn't feel the need to place any other family on the top table either.

My sister, OTOH, had her chief bridesmaid (me) and her SIL-to-be (another bridesmaid) on top table; and she would have had our brother too but his GF had a hissy fit about it and said that she wouldn't come to the wedding if he sat at top table without her. She wasn't going to be on her own, she would have been with our grandparents who had always been very nice to her - but in the end my brother wasn't at top table to appease her.

You should do whatever works for you however.

Just don't have a top table, they're vile things anyway.

We didn't even have a seating plan. Hate those too :)
