Just because an organisation gives a view that is favourable to one particular partys view doesn't make it a stooge. The Audit Commission/OBR/BoE are all independent and aren't anybodys stooge.

The idea that the Tories are now a caring party with the interests of the poor at heart is hard to imagine as they have never given a shit for the poor in the past but I hope (but doubt) it is true.
