If you look at Harry Poter style witches and wizzard, the outfit is not that different for a boy or a girl really. a black cloak and a black pointy hat he can go as a witch and nobody will find thatweird at all IMHO.

(from mother who is too lazy environmentally concious to purchase boys clothes for 10 week old and so is in pink baby grows with a few girlie female motives.

Gory i can do the cloak etc but he wants a tutu style outfit!
I knew I shouldn't have bought him a pink my little pony duvet set!

Why don't you sort him out a cloak as well to go over the top? It's cold out there.

When they're that little the only way gender is important is that is determines where's safe to stand if you have to take them to wee in a bush.

EvilStar my DH (24 at the time) dressed up for Hallowe'en as a fairy. Yes a fairy. With pink fishnet tights, a pink tutu (made by him) a white top, wings and full make-up. He also dressed up as the guy from the gaybar video (along with a friend of his) which involved nothing but a pair of boxers and suspenders. He is quite a manly man. TBH I would love to have his confidence.

Let your DS go as whatever he wants. Dressing up is about being someone else anyway.
