Once again I needed to get some support from my extended family .....ok I am a saddo and see the support and advice from MN as being part of a very extended large family.

Why aren't you in bed?

I just reported his book ass to the HA and they filled in a form and everything.

I explained that I tried to speak to him, but he did not answer his door buzzer and therefore I can't get into the stair.

I think it's because he doesn't have a downstairs or across neighbour, he thinks he can do what he pleases.

But he's not in the middle of nowhere. It's a flat.

And he's a shit.
