Cows milk and constipation

DS is 13 months and has been on comfort formula from about 6 weeks old. He had very bad silent reflux and so has been on ranitidine since sound 6 weeks too. We are weaning him off this and it's going well however we are increasing his cows milk and decreasing his formula and he's now getting constipated. He's otherwise weaned well on dairy (cheese, yogs etc don't seem to cause huge problems) and has a balanced pescatarian diet, although isn't a fantastic water/juice drinker.

He is still having formula morning and night and a small cup (6oz) of cows milk after his nap. But since I started this his stools have become hard and sometimes pellet like. His bum is sore and he really strains. He is however still going once a day on average (so I know not to truly constipated). I'm worried if I start to change his two bottles over he will just get worse.

I've bought some infant soya milk to try after nap tomorrow and am tempted to continue with formula on the other feeds for another few months and then try again. I don't really want to start with lactulose and movical but don't know what the best course of action would be. I am planning on speaking to the HVs this week but they always seem to give conflicting advice from past experience.

Any advice would be appreciated!

Or should I try lactose free milk (as comfort milk is low lactose), and continue with the other dairy as normal.
