I’m adopted so understand the implications. I am trying to help my adoptive brother to find his birth mum. He was born in Liverpool. 6 July 1970. His birth name may have been Anthony O’Donnel. I’m just posting this on the off chance because we have very little info to go on. I have eventually located both my birth parents, so just trying to help my DB.

GOV.UK says the below:

Accessing your birth records
You can access your birth records if you don’t have them because you were adopted.

You need to be 18 or over to do this.

Everyone adopted before 12 November 1975 will need to attend a counselling session with an approved adoption advisor first.

You know your birth details
You can order a copy of your original birth certificate from the General Register Office.

For adoptions outside England or Wales you need to contact the General Register Office where you were adopted.

You don’t know your birth details
You need to fill in an application for Birth certificate Information Before Adoption (BIBA) service if you don’t know your birth details. Which application form you fill in depends on if you live:

in the UK
outside the UK
Post or email the form to:

I think it looks like if he fills in the BIBA he can get assistance to get his birth cert. with mothers name on?

Thank you for your reply. That has given me some info I was not aware of. My DB does not live in the U.K.

When I found my bio mum I also was not living in the U.K. I did however have my birth mum’s name and I did have to go for counselling, and went to an intermediary, but because it is so long ago procedures/ addresses etc have changed, so thanks for this.
I also posted this on the off chance someone is looking for him and finds this through google.

If you go to FreeBMD and search on births you should find a candidate which almost fits (extra L on the end of the surname). That index information can be used to order the birth certificate from the GRO Online.

Thank you, Lark. It took me a little while to find my way around that site and also the ‘Birth Sep’ thing threw me a bit, because his date of birth is July, but then realised it’s listed quarterly.
This is almost certainly him! I wasn’t sure of his middle name, or any of the spellings, because the original paperwork I saw decades ago is long lost. Although my DB does have his amended cert for adoptive children. I will pass this info onto him.
Do you know If we go through the GRO to order his original birth certificate, will that list his birth mother’s name?

Glad you found it. You can use the index details you have found to order the certificate straightforwardly from GRO Online for £11.00. Don’t pay a middleman!

The birth mother will be named on the certificate.

Sorry - yes I should have mentioned that the date given on FreeBMD is not the date of birth but the quarter in which the birth was registered (which can lawfully be up to 6 weeks after the date of birth).

When you receive the certificate it should be endorsed with “Adopted” on the right hand side, but none of the original information will be redacted or withheld.

Yes, there should be no difficulty for you in ordering the certificate. Birth records from over 50 years ago can be ordered by any member of the public, with no need for the applicant to be the subject person or any relative. Feel free to PM me if you encounter any difficulties.

Please contact me. My email is [email protected]. I did notify the adoption agency when I got married. I told my husband and he was fine about my son contacting me. I also contacted them again when he was 18 to give my new address if he wanted to contact me... I never reached out before as I thought he was so content with his life he didn't need me. I have his wrist band in my jewellery box along with 3 photos your family sent me, including one with you. I have 3 daughters, 1 older than him and 2 a lot younger (twins). I would love to hear how he is
