I'm afriad that China is not an option right now. The NSN (no special needs) program is so backed up that some people who were approved with papers in China in 2006 still don't have referrals of children. So really not an option to enter at this stage, it will probably close at some point. Now in China there are thankfully less abandonned children and domestic adoptions are rising.
The UK currently doesn't have an open China special needs program. I believe money is being raised to open one, but they aren't there yet. That would give you the option of children toddler aged and up with needs ranging from heart defects, Down's syndrome, cleft palate, blood disorders etc etc. You could find out if that is likely to start in the next couple of years
However understandably, most people don't want to wait that long to get started. There are only a few countries that are open and processing well. Russia, the USA, maybe Ethiopia, Ukraine, I've seen some couples in the US go to Columbia. Struggling to think of others. Costs vary - I know Russia is very expensive, as they expect several trips. I would expect upwards of 15-20,000 I guess, but nothing specific, maybe slightly less, maybe quite a bit more.
Have you considered domestic adoption? That's where all my experience is, and it has the benefit of being nearly free and much more reliable than international adoption. Or you can contact OASIS and/or the IAC for more information on other countries. Where you can go will depend on your ages, marriage length, maybe even weight or income, your budget limit, and of course are you looking for special needs children or healthy children, what risks can you take, what age range, what race/ethnicities? We can probably advise you some more if we know that.
