Should I move from a flat to a smaller house?

Yet again I've got a decision to make and those are not my strong point!
Currently living in a 2nd floor flat with mainly quiet neighbours, it's an industrial area so there's always some kind of noise outside but not loud. I've got a large lounge, decent sized bedrooms (2) and a tiny kitchen.
I've been offered a 1 bed new build house, same town different area, slightly nearer to family (10 mins closer) works a few minutes further.
It is quite small though and no garden, I know it's a house but it's affordable housing so they cut corners wherever they can. It's got solar panels and it's a small open plan kitchen and lounge, about half my current lounge space is currently, also losing a bedroom but tbh that's not really an issue.
It's cheaper too.
I guess I'm afraid to take the leap into a new area and without the security of the extra door and 2nd floor living plus the hassle of moving!
Not viewed it properly yet, just had a peep through the window but will ask plenty of questions and take a tape measure as I think some of my things won't fit 😬
Any thoughts?

What would be the reason for the move, and is it social housing? Tbh, it sounds worse than your current housing in terms of space, so unless there's a good reason to move, why would you? But it depends on things like tenancy terms or whether you will be buying.

It sounds smaller. Why would you move to a smaller property?
I would make a list of pros and cons but for me, smaller is never a pro.

The only reason I'd move from the flat would be for outside space, and that doesn't appear to be on offer. It doesn't sound as if you are gaining much compared to your current living arrangement.

No, I wouldn't go through the hassle of packing up and moving for a property that is smaller, and does not have any tangible advantage over the current one, from what you say.

Are you being encouraged (forced) to move by your HA/council as you don't need two bedrooms or something like that?

If it’s cheaper and in a nicer area nearer your family and work then maybe worth it; but it costs to move and so it depends on how much you value those benefits

It doesn't sound like you really gain anything from moving. I wouldn't move especially as you don't have a garden at the new place. Also as its social housing you won't be able to move again easily if you don't like living there. Stay where you are .

Just to answer a few questions
It'll be cheaper(rent and energy) I'm working full time on a minimum wage and am single, in this economy it's flipping hard!
I don't use the spare room and don't have the cash, time or even idea to turn it into something useful.
I do like smaller properties overall, easier to clean and keep tidy.
It's a council property and my current one is a HA, moved in when DD was little and she's moved out over 2 years now.
There is a little outside grassed space but will need to confirm if I can fence it off or use as my own when I view it.

Just have a proper look and see how you feel about it and the neighbours. Will all your furniture fit ? Is it safer as a permanent residence for you in the long run with it being a council owned home as opposed to HA. As you no longer use the second bedroom is there a chance HA will want to move you to a flat with only one bedroom eventually? How much cheaper is the council owned property ? Is the area nicer by the new property ie safe ?

Not really sure on the area as it's new build so guess you can't tell just yet, same with neighbours. The adjoining areas are ok though, mine currently is quite near the town centre.
I think what makes me worry is that due to being a council place I have to decide there and then on viewing so I'm having to go prepared, there's no 2nd chances and I might find it harder to find another property afterwards.
It's around £100 a month cheaper plus what I can save on utility bills, I live frugally if I can but it's still a struggle.
